• Creation and leadership of the in-year group financial control team. Re-shaped a group of qualified and non-qualified staff to establish effective in-year control prior to new systems development being commissioned
• Forecaster-in-chief of the year end out-turn relative to Parliamentary and Treasury control totals for 2004/05 and 2005/06.
• Preparation of provisional and final Public Expenditure Out-turn White Paper returns
• Regular review , challenge and support to business areas, their finance staff and financial reporting products
• Managed the design, implementation and timely production of a new Management Board monthly finance report
• Implemented new Treasury Budgeting Guidance resulting from Spending Review 2004
• Delivered on-system forecasting using Oracle Financials
• Prepared the resource accounts 2004/05 & 2005/06 Analytical Review for the NAO
• Liaison with Treasury on in-year budgeting and financial control matters
• Management of the Parliamentary Estimates process, the transition from PES to COINs and the preparation of Departmental Report core tables
• Prepared Estimates Memoranda, Select Committee briefing and responses to their enquires, regular Permanent Secretary, Management Board and Ministerial briefings and Parliamentary Questions
• Preparation and delivery of a comprehensive financial management improvement programme in a major Directorate General, including the creation and leadership of the Finance and Corporate Services division
• Membership of the Defra Financial Integration Project Board overseeing the implementation of Oracle Financials as the single finance system across the Department
